Decent theory, but keep in mind the PR spoilers Japan gets to read have typically spelled out the season. Last year they gave us everything from our first look at Tyzonn's face to the Red Sentinel Ranger. So if there were plans for more Rangers based on the masters, they'd appear very near the finale and not get good screen time.

It's even less likely due to the fact that Gorilla, Penguin, Gazelle and uh... housecat Ranger toys were never released.

True, but at the same time those toys would've went beyond the normal assortment. The fact three more were released at all before the next two is just odd. I think the others would be released with the Rhino and Wolf Rangers.
