they co-own Power Rangers so anything that Power Rangers does has to go through them and they pretty much don't care what they do as long as Power Rangers is still using their footage that's all they care about well that and getting their money so their standards aren't as high as you believe them to be.

Disney isn't used to co-owning brands. They were never comfortable with the arrangement. Which is why they tried to do the cartoon and ditch live action. Of course Toei wouldn't contractually allow it. The partnership was a bad fit from the beginning.
