Kat diffinitly deserved to be a Ranger. She saved Kim's life and ended up recovering the Pink Power Coin. She was also a very altrustic person who cared about people. She was under an evil spell that surpressed that. It wasn't her fault yet she overcame that.

Kat was weak and Zordon often chastized her for it. She was only a Ranger because Kim was being nice. In Zeo the writers tried to retcon and make her tougher. But I didn't buy it at all.
