Can someone please explain to me the origins of the Psycho Ranger Characters?

Are they Sentai or American?
I have tried to research but I cannot find anything.
Since I am asking pretaining to the Psycho Rangers I figured this belonged here instead of the Toku Discussion Forum.

Thanks for the help. I have always wondered the answer to this.
