Actually it makes a lot of sense when you think about it. The Turbo Powers were needed because of the keys they needed to get into the Nemesis Triangle. The keys were a major part of the Turbo Powers. And probably wouldn't be compatible with the Zeo Powers.

Another good reason is that Zordon still had the Zeo Powers if anything happened to the Turbo Team or someone attacked Earth while the Rangers were still gone. Zordon obviously took the Zeo Crystal with him to Eltar. Most likely for new Zeo Rangers to defend another planet. My guess is Inquria. As part of the deal to bring Dimitria to Earth.
