in regards to villains if it was my choice to decide on Figuarts then I would pick the following ones:

Rita
Goldar (with his various heads and body shapes as well as retractable wings)
Scorpina (both forms)
Finster
Squatt and Baboo
Rito and Master Vile
King Mondo (both forms the Damocles Sword would also be included in with him.)
Queen Machina
Prince Sprocket
Klank and Orbus
Prince Gasket and Archerina
Louie Kaboom I really couldn't care less about him.
Divatox.
Elgar.
Rygog.
Porto.
Havoc.
Dark Specter.
Ecliptor (all of his 4 forms and his 4 Swords)
Darkonda
Darkliptor
Scorpius
Trakeena (as well as her various forms including her Battle Gear and her Mutant form and her 2 Staffs)
Furio
Treacheron
Deviot
Villamax and Kegler
Captain Mutiny
Barbarax
Bansheera

Nadira I really don't care about.

Kamdor and Miratrix.
The 4 Fearcats.
Dai-Shi, Camille, the Overlords and the Phantom Beast Generals.
Venjix, Venjix Monster Bodies, Tenaya 7, Shifter, Crunch and Kilobyte.
Xandred, Dayu, Serrator, Deker and Octoroo.
Admiral Malkor and Creepox.
Vrak with all of his various forms including the Sentai-only ones.
Vekar, Levira, Damaras and Mavro.

For VR Troopers I would just care about the 2 Grimlord versions. If they decide to release anyone else then I would go with Ivar, Icebot and Doommaster.
For Beetleborgs I would go with... all of the lead Magnavores and Crustaceans including their various forms.

For Sailor Moon I would just mainly care about Beryl, the 4 Kings, Wiseman, Diamond, Sapphire, Emerald, the 4 Sisters, Tomoe, all of Tomoe's Generals and all of the lead ones from the Dead/Dark Moon Circus.

For Digimon among villains I would go with Devimon, Etemon/MetalEtemon, Myotismon/VenomMyotismon/MaloMyotismon, MetalSeadramon, Puppetmon, Machinedramon, Piedmon, Apocalymon, the Devas from Tamers... I can't think of any others at the moment.
