I always took it like Dai Shi was less in control in the beginning and waiting to regain his true form. I think he controlled hom enough to have Jarrod inherit aspects of his personality and to do his bidding. But Jarrod's human half very mucn influenced Dai Shi. The Overlords saw him as a half breed and now the true Dai Shi. Especiall in Grizakas case. Who was already mad at Dai Shi for losing the first war.
Dai Shi Jarrod himself had to relearn a lot of things. So in some ways he was evil Jarrod. But by the end of the season it became apparent that either Jarrod or Dai Shi would be in control fully. And thats when Dai Shi made his move.
