Yes it was definitely a bad move but originally the story goes that JDF wanted to leave (he had been wanting to leave for awhile) and so did Catherine but not too long ago Cat revealed that she did not want to leave so where that came from exactly, who knows anyway originally only those 2 were going to be replaced but then due to the shake up of the crew, it was decided to replace all 4 veterans although personally I would have replaced most of the team and just kept someone like Cat around so that they would still have a veteran around.
