Yeah, Toei probobly had a Spare Kamen Rider Black RX suit which they gave for Power Rangers, Saban took it and made Masked Rider, Toei got mad for not asking first and stoped making Kamen Rider until Kamen Rider Kuuga

Masked Rider actually used footage from one of the Kamen Rider Series. Saban Entertainment bought the footage just like they did for PR ( the Super Sentai Footage). After Masked Rider was canceled Saban Entertainment lost the rights to the footage. Thats why Masked Rider or "Friend in Need" (The three part season premiere of MMPR season 3 that featured the Masked Rider's debut) have not aired in the US in years. Saban Entertainment (and now Disney) did not have the legal right to air Kamen Rider footage once the deal expired.
