All disney has to do is look through some of the threads on other PR forums sites named "Suggesting a title for PR 2009" for better names. But, hey, it might have the worst name yet, but it will be a live-action season with the worst name yet!:)

They can't take suggestions from fans. That opens the doors to lawsuits. Its why most TV shows don't accept spec scripts ( script submissions written by fans).

Wasn't that rooted in the Star Trek writers being lazy and adapting a fanfic?

Technically, the fans have not copyrighted their ideas, so Disney can take them if they want to, and that would be brought up in the lawsuit. Plus, Disney can then try to counter-sue fans for using the name "Power Rangers" without their premission.

There is a thing called fair use which could possibly allow for fanfiction to exist, but there's some grey areas when it comes to fair use. But it is one of the reasons why sites such as Ranger Central exists.

Also when you're dealing with things published on the internet it becomes automatically copyrighted. So when you publish a webpage or send an email, that automatically is copyrighted and you do not have to go through the normal copyright process that you would for a film, song, book, etc.
