Was Andros a Tommy clone?
 

He seemed to have the look and the long hair. I wonder if Saban Entertainment panicked once JDF was gone and wanted someone like the Tommy character in there?

I don't think so. Andros was his own character and acted very different from Tommy.

He definitely ended up standing on his own. But I can't help but notice he had long air like Tommy. That can't be a coincidence.

Saban was too cheap to bring back the real JDF so he tried to recreate his own.

I don't really see any similarities between the characters. Andros was far more aloof and broody. Tommy really wasn't beyond feelling bad about the things he did under Rita's control or losing his powers. But he had nothing on Andros, who had to learn how to work as a team with the Space Rangers. I don't think either had anything to do with the other. Besides both being Red Rangers and having long hair.

He was a poor one if thats what they were going for. Andros and Ashley just couldn't replace Kim and Tommy.
