Hydro Hog, I'll be able to give a view on next weekend after I've seen the eps with him in. As it is now, the only thing I can remember about him is he dried up a lake.

The toughest ones IMO are Scorpina, Pirantishead, Nimrod, Clockster, Mace Face, Hydro Hog, Blue Globbor, Madtropolis....
